The Company is run by a ‘Court of Assistants’, which is effectively the Company’s board of directors, chaired by the Master and supported by two Wardens (Upper Warden and Under Warden).

The Master and Wardens are elected annually from within the Court and serve for a period of one year, succeeding each other (if elected). When the Upper Warden completes their term, they succeed the Master (if elected) for the forthcoming year.

The Court consists of the Master and Wardens, the Honorary Treasurer, six Past Masters, Court Assistants and the Livery Representative on the Court. The maximum number of members on the Court is 30. Court Assistants are all Liverymen of the Company and are elected for an initial term of four years.

The Court meets seven times a year to discuss the business of the Company. The Company employs a Clerk, appointed by the Court, who is the equivalent of the Company’s Chief Executive Officer.


The Master

Ian Leggett is a former non-executive Director of Dennis Maps Limited (formerly part of the publishing empire of the Late Felix Dennis). He retired in 2020 but remains a strategic consultant to a number of companies in the publishing and print sector and Executor to the Estate of Felix Dennis. He was for 25 years the Group Finance Director of Dennis Publishing Group and an Executive Director of the Dennis Publishing Group in the UK and the USA. He was a director of the subscription fulfilment company and also of the magazine distribution business. He spent three years as Finance Director with Harrap Publishing in London, 10 years as Senior Manager at Chartered Accountants Deloittes and 3 Years in Government Audit in New Zealand. New Zealand born he moved to London to gain overseas experience but never returned to New Zealand to work.

Ian is a founder of the New Zealand Chartered Accountants Branch in the UK and was made a Life Member of the Institute of Chartered Accountants Australia and New Zealand. He is a member of the Chartered Governance Institute UK and Ireland and a Member of the Institute of Chartered Accountants Scotland. He was a founding Trustee of the Heart of England Forest in Warwickshire. He was the Treasurer to Stationers Foundation, before taking on the role of Assistant Treasurer, and for the past 6 years he has been the Treasurer of the Company and Chair of the Investment Review Committee.

The Upper Warden 

Carol Tullo has a career background in intellectual property practice at the Bar and commercial law publishing, initially with Sweet & Maxwell (now within Thomson Reuters), where she led the publishing operations across the UK, Europe and Hong Kong. She joined the Cabinet Office and later The National Archives, taking on responsibility for official publishing and information responsibilities, including UK legislation and management of Crown copyright. She held the offices of Queen’s Printer, Queen’s Printer for Scotland, Government Printer for Northern Ireland and Controller of her Majesty’s Stationery Office until 2017.

Drawing on her cross-sector experience, she led a broad range of policy and management responsibilities within the open data and information regulatory space across government. Her current mix of consultancy and Board roles focuses on the importance of the security and privacy of personal data and regulatory governance. She was awarded an OBE in the New Year’s Honour List 2019 for services to Official Publishing.

She has served on many committees and has chaired the Industry Committee and Library and Archives Committee.

The Under Warden

Drew Scrimgeour has a broad background in business, working across a wide range of industries from Agriculture, Chemicals, Horticulture and Leisure, before joining the Printing and Packaging Sector. His career has traversed many different functions including Technical, Sales, Marketing and Strategy, before taking on senior leadership roles.

It was as a Group Marketing Manager that he first became involved in the Printing and Packaging Industry when saw the power that Print had in improving his consumer brands. In 1991, he went on to win UK Marketor of the Year; a ceremony held at Stationers Hall! This was the catalyst that saw Drew move over full time into the P&P industry, where he went on to run a number of companies before heading up the  Multinational Media Packaging and Design  businesses for a large American Corporation.   In 2008, at the height of the global recession, he took the plunge and moved out of the corporate world to buy out his own businesses turning them into award winning enterprises.

Outside of the business world Drew loves nature, gardening, travel and adventure.

He is also a passionate supporter of his wife’s favourite charity in India  supporting Education and Social Transformation which they visit annually.

Within the Stationers, Drew has served on the Packaging, Finance and Resources and Membership Committees. He has also chaired the Corporate Members and Marketing Committees, together with the Revenue Think Tank.
